Vocational Education Reform Act of " § LEGISLATIVE INTENT It is the intent of the Legislature to promote the effective integration of private postsecondary education into all aspects of California's educational system and toFile Size: KB.

The Private Postsecondary and Vocational Reform Act of created the Council for Private Postsecondary and Vocational Education as the overseer and regulator of private post-secondary educational institutions in the State of California, transferring this authority from a Division of the state's Department of Education.

(1) Existing law, known as the Private Postsecondary and Vocational Education Reform Act ofgenerally sets minimum standards of instructional quality, ethical and business practices, health and safety, and fiscal responsibility for private postsecondary and vocational educational institutions, as defined.
